  • Led The Economic and small business iniatitive for the everglades restoration project  creating business opportunty for local businesses over $200mill, creating total 700  jobs, $ 33mill payroll, economic impact of $87mill into local economy.


  • Directed business functions for largest water management district in the state of Florida with 1800 employees and a budget of nearly $1 billion dollars.

 

  • Re-engineered the Media and Outreach Department.  Reduced staff by 32% and increased productivity by outsourcing 80% of production.  Increased positive and accurate media coverage by over 50% with exposure in national print and broadcast media.
 
 
  • Recovered $600,000 annually in ad valorem dollars through negotiation and development of a memorandum of understanding (MOU) with Broward County.
 
 
  • Increased new job opportunities due to loss of primary industry (citrus).  Implemented Job Investment Trust Fund where the county invested over $2 million, creating over 2,000 new jobs within a three-year period and resulted in a return investment of over $80 million to the county.
 
 
  • Acquired funding for a variety of programs and projects where no funding previously existed.  Secured over $20 million in grant funding from federal and state governments at no cost to the city.
 
 
  • Secured funding source for small businesses unable to secure small business loans.  Developed downtown Eustis revolving loan program with First Union Bank, securing loan commitments up to $250,000 for ten businesses.
 
 
  • Improved the city’s water/sewer infrastructure by securing $1.3 million in grant funds to replace lines and connections for over 2,500 residents. 
 
  • Led an economic development strategic planning initiative that included over 120 businesses, community and educational leaders. Completed on schedule and adopted by County commission and state of Florida.  Attracted 50 new industries in three years.

Professional Experience:

      CEO, The Quantum Leadership Group, Inc. 2007-Present

    • Managed outreach, workforce and business development and facilitation services for Acceler8 – the fast-track initiative to restore America’s Everglades. In this capacity as a consultant to the South Florida Water Management District, I am in the forefront of efforts to expedite the construction of eight key restoration projects. 
    • Facilitated the development of workforce development program for one of the largest infrastructure projects currently being constructed “Clean Water Atlanta”
    • Facilitated the Strategic Planning Process and provided Leadership Training for Florida Keys Aqueduct Authority staff. 
      Outreach Manager, Nova Consulting 2005-2007
    • Led the development of the small business program, outreach efforts, and workforce utilization program for the Everglades project as a consultant to the South Florida Management District, resulted in 300 new jobs, $20 million in payroll, 350 graduates in construction, over 4000 local businesses recruited.
  • Deputy Executive Director, Gov’t/Public Affairs & Corp. Resources     2001- 2005

  • State’s largest water management agency serving over 16 counties, 7.1 Million people, 1800 employees with $1 Billion budget.
    • Initiated and led strategic planning process to link programs and budgets into one comprehensive and integrated work plan.  As a result, the strategic plan drove agency budget development and decision-making processes.
    • Directed streamlining of procurement process; all contract documents now executed within 30 days 95% of the time.
    • Guided a procurement diversification initiative. Increased minority vendor expenditures by over 168% for a total of $60 million dollars in one year.
    • Created a staffing plan that identified skill sets needed for core positions. Outsourced non-core positions to private sector, resulting in a reduction of 55 positions.

    Deputy County Manager, Lake County, FL                           1996 -2001
                               Full service county government agency with, 750 employees and $200 Million budget

  • Directed the first countywide strategic planning initiative: engaged approximately 3,000 citizens, raised over $100,000 and resulted in a 10-year strategic plan.
  • Initiated affordable housing partnership with 14 local governments and nine major banks, which created over 5,000 new homeowners with less than three defaults in five years.
  • Developed and implemented continuous quality improvements process that resulted in increased organizational efficiencies and greater customer service.

   Economic Development Director, Lake County, FL  1993 -1996

    • One   County and 14 municipalities.
  • Led the development of a 528-acre industrial park. 
  • Attracted 15 new industries that added over two million square feet to tax rolls, and resulted in over $57 million gross sales in three years.                          

    Human Services Director, City of Eustis, Eustis, FL                         1990 -1993

  •       Full service municipal government agency with over 500 employees and  $100 Million budget.

    • Secured grant funds of $2 Million
  • Improved the city’s deteriorated downtown park and saved historic band shell that was designated in the National Registry of Historic Places.
